What's the best way to finance finishing an unfinished basement?

My husband and I have a bungalow with an unfinished basement that we are looking to have a contractor finish for us. We don't know the cost yet but it's likely to be $20-$30K. It was purchased about 7 years ago for $190K so we're going to have more than $30K inequity.

What's the best way to finance the basement finishing? Loan to finish basement? Roll it into a refinance? Credit Cards?

It seems to me that a refinance would add unnecessary closing costs while a personal loan would likely be very high payments depending on the number of years and interest rates, so we're a bit lost here. We don't trust our credit union or bank to shoot us straight on the best option.
